After the inspection of the ship to be shipped for export, the inspector found that the pass rate was very low, and the first test failure rate was as high as 83.3%. Among them, 2 ships were still unsuited during the re-inspection, mainly due to serious corrosion of the bulkhead. The bilge is damp, there are many foreign bodies in the corner, and the sewage well is wet and smelly. The export feed ship must meet the characteristics requirements of the intended cargo, so that it is clean, dry, odor-free, and the equipment is in good condition. If it does not meet the requirements for the loading of the intended cargo, it will inevitably lead to damage to the cargo and the purpose of safe transportation cannot be completed. According to the author's many years of work experience, there are three main reasons for the low pass rate of the ship's load:
First, the ship's condition is aging seriously. The load capacity of ships carrying export feed from the shore of Zhangjia Port is mostly around 3,000 tons. The outstanding features of these ships are that they are older, mostly over 20 years, and some are modified ships. The bulk rust is seriously damaged, and it is difficult to clean the bulkhead and the cargo board. The top beam and other parts may affect the residue of the feed, and some ships may even have slight oil leakage and water seepage.
Second, the ship’s attention is not enough. The shipowner may not be clear about the specific requirements of the load test. Sometimes it is wrong to think that the feed is mainly for the livestock. There is no need to have such high requirements for the clean test cabin. Sometimes, there is a chance to be inspected. It won't be too true, even if it's a little problem, you can let them get acquainted. Therefore, it is often applied for cabin inspection after sloppy washing and cleaning. The result can be imagined.
Third, the washing method is wrong. When some ships are washing the tank, a large amount of sea water or Yangtze River water is pressed into the cargo compartment, and stays in the cabin overnight without drying. Because the bilge and bulkhead are metallic iron, seawater or the Yangtze River that has been stranded for a long time. Water can easily corrode the bilge and bulkhead. Sometimes after rinsing with sea water, it is not washed with fresh water, and the surface of the bilge contains salt, which is easy to cause back tide.
Zhangjiagang Inspection and Quarantine Bureau attaches great importance to the clean inspection of export feed. The inspection staff always adheres to the principle of “strictly checking and welcoming service†and resolutely rejects unqualified ships outside the country. In the course of work, actively promote the laws, regulations and rules concerning inspections to the ship and agents, guide the charterers to rent ships with good ship conditions, and use the experience of washing the cabin to help the ship improve the washing method. Improve the efficiency of washing. In order to ensure the safe and non-destructive delivery of the goods to the port of destination, the ship must be equipped with the necessary conditions to carry the goods. Before the intended export of the feed, each ship of each ship must be carefully "physically " to meet the following requirements:
One is clean and hygienic. There are no minerals, fertilizers, cement, coal chips, chemicals, oil stains, dust, rats, pests, iron sheets, rust and other toxic and harmful residues in the cabin.
The second is dry. There are no water, water leakage, oil leakage, oil stains, sweat and moisture in all parts of the cabin.
The third is no smell. There is no oily smell, lacquer smell, astringency, odor and other odors that may affect the quality of the intended cargo.
Fourth, the equipment is in good condition. In-cabin fixtures such as hatches, guard plates, access covers, sewer covers, and sewage well covers shall be sealed and sealed to ensure that the quality of the intended cargo is intact, the quantity is not compromised, and the packaging is clean and complete.
