2. The iron and steel enterprises shall implement the EIA approval and “three simultaneous” systems in accordance with the law. If the construction project has not been approved by the EIA, the EIA approval procedure shall be submitted. The company must have a sound environmental protection management system, complete with complete pollutant emission monitoring and control facilities, install an automatic monitoring system and be networked with local environmental protection agencies.

3. The iron and steel enterprises shall discharge pollutants and meet the discharge standards with certificates. No major environmental pollution accidents occurred within two years; the discharge of water and air pollutants conforms to the relevant provisions of national and local pollutant discharge standards, and the solid waste pollution control shall comply with the national solid waste pollution control. The relevant provisions of the standard, hazardous waste disposal according to law; total corporate pollutant emissions must comply with the total amount of control indicators approved by the environmental protection department. 2. The energy consumption index of the main production processes of iron and steel enterprises shall meet the requirements of the “energy consumption limit for unit products of major crude steel production processes” and the “energy consumption limit for coke per unit product”, among which the coking process energy consumption is ≤ 155 kg standard coal/ton, and the sintering process energy Consumption ≤56 kg standard coal/ton, blast furnace process energy consumption ≤ 446 kg standard coal/ton, converter process energy consumption ≤0 kg standard coal/ton, energy consumption of Pu Gang electric furnace process ≤92 kg standard coal/ton, special steel furnace Process energy consumption ≤ 171 kg standard coal / ton. The new water consumption per ton of steel does not exceed 5 tons. 2. The iron and steel enterprises must eliminate backward production equipment within the prescribed time limit in accordance with the "Steel Industry Development Policy", "Steel Industry Adjustment and Revitalization Plan", the timely revision of the "Guidance Catalogue for Industrial Structure Adjustment" and other laws and regulations.

Existing iron and steel enterprise production and operation specification application, review and announcement procedures:

1. The existing iron and steel enterprises must be included in the standard management. The iron and steel enterprises that apply for regulation must prepare the "Application Report for the Steel Industry Production and Operation Regulations" and attach the relevant supporting documents. Local enterprises apply to the Ministry of Industry and Information Technology through the industrial authorities in the region, and the central enterprises directly apply to the Ministry of Industry and Information Technology.

2. The competent industrial departments of provinces, autonomous regions, municipalities directly under the Central Government, and separately listed cities are responsible for accepting standardized applications and preliminary examinations of iron and steel enterprises in the region, and the central enterprises themselves. The preliminary examination or self-examination shall verify the relevant conditions of the enterprise according to the requirements of the specification, submit the opinions of the preliminary examination or self-examination, attach the application materials of the enterprise and the approval documents or certification documents of the relevant land, project approval or filing, etc. to the Ministry of Industry and Information Technology.

3. The Ministry of Environmental Protection is responsible for reviewing the compliance of environmental protection requirements of existing iron and steel enterprises. If it fails to pass the review, the Ministry of Industry and Information Technology will not issue normative announcements. Specific examination methods will be formulated separately by the Ministry of Environmental Protection.

4. After receiving the application, the Ministry of Industry and Information Technology organizes an examination of the application materials and puts forward the review opinions, publicizes the companies that meet the regulatory requirements, and announces them without objection.

The local industrial authorities at all levels shall supervise and inspect the implementation of regulatory conditions in enterprises in the region each year. The central enterprises shall carry out self-inspection, and the Ministry of Industry and Information Technology shall organize the relevant departments to conduct spot checks on the announced enterprises.

The China Iron and Steel Industry Association assisted the relevant government departments in the implementation of the regulatory conditions. The China Iron and Steel Industry Association and the China Minmetals Import and Export Chamber of Commerce organize enterprises to do a good job of industry self-regulation and strengthen coordination so that iron ore resources can flow to companies that meet the regulatory requirements.

Enterprises that do not have regulatory requirements must make rectification in accordance with regulatory requirements. Enterprises that do not meet the requirements after rectification should gradually withdraw from steel production.

For enterprises that do not meet the regulatory requirements, the relevant departments will not approve or file new projects, will not allocate new mine resources and land, will not issue new production licenses, and will not provide credit support.

Fourth, attach

The conditions of this specification apply to the existing iron and steel joint and smelting enterprises within the territory of the People's Republic of China.

If the policies, regulations, and standards involved in this specification condition are revised, they will be implemented after revision.

The conditions of this Code shall be implemented as of the date of promulgation, and the Ministry of Industry and Information Technology shall be responsible for interpreting it, and shall revise it in accordance with the development of the industry and the requirements of macro-control.
